Dried up Amaila Falls…Proposed reservoir would hold water for only 26 days of generation —Vieira

Public Works Minister, Robeson Benn, has defended the use of the Amaila Falls location for the 165MW hydroelectric plant in the face of a damning image of the dried out location by saying that the plan is to build a reservoir.
The proposed reservoir would serve as a catchment area and provide an adequate supply of water during the dry season months.

This view by Benn however is being challenged.

An overhead view of the dried out Amaila Falls
Former Member of Parliament and critic of the Amaila Falls location, Anthony Vieira, in his latest public missive on the debacle, points to the writings of   ‘Delgado5,’ whom he described as, “clearly a qualified engineer who is very knowledgeable about what is planned for Amaila.”
Delgadao5, earlier this year, had written to the media a document entitled “What the public should know about the Amaila project.”

That missive had suggested that the design of the Amaila hydro project, visualized a catchment of only 90 square kilometers, would have been woefully inadequate.
According to Vieira, “Other studies inform us that this catchment is too small given the expected output of Amaila, and its functioning would be seriously compromised after a routine period of only 26 days if no rainfall…Why is it that the public is only now awakening to these facts through the excellent coverage of the matter with that one photograph?”

According to Vieira, Delgado5 had pointed out that it is a mystery that the hydro project is located at Amaila when the Tumatumari location was clearly more feasible.
He tells us this: The Rivers, Kuribrong and Amaila, continue beyond the hydro site to about fifty miles until they reach the foot of the Ayanganna Mountain where they were born.

Both rivers, beyond the site, have no creeks or swamps emptying into them. They depend entirely on the natural springs at the base of Raleigh and Ayanganna mountains as sources of water in the absence of rainfall.
The reservoirs would contain 30 days of reserved water and if there is no rain in the catchment area for a little over one month, electricity could be produced for about 26 days on reserved water.

Former MP, Anthony Vieira
Should the dry weather continue beyond this time, the reservoir becomes dried out and the turbines will starve.
According to Vieira, “This makes the observations of our not so honourable Minister Benn, nonsense, when he says that when there is a catchment, this situation of no water would not be a cause for concern.”

Delgado5 had also pointed out that “the project is located only about 52 miles from where the two rivers were born at the foot of the Ayanganna Mountain, and so only nine per cent of all the water contained in the whole of the Kuribrong River would be dispensable to it.

The bulk of the water of the Kuribrong river would run off to merge with the waters of the full length of the Potaro River to form real rugged rapids at the Tumatumari, where indeed the project should have happened in the first place, he said.

According to Vieira, Delgado 5 was telling us that this hydro project should be better located at Tumatumari and not Amaila.

Another of the critiques leveled against the use of the Amaila Falls location was the amount of civil works that would be required to only supply 165MW of electricity.
The Guri Hydro Dam, in Venezuela is the third largest in the world, producing 10,500MW and was constructed with just about double the size of civil works to be done at Amaila.
“Delgado5 is saying that we will be constructing a dam which entails civil engineering works which will be nearly 50 per cent of what the Guri dam took to construct, but will only produce less than one percent of the power Guri does.”

“I am forced to ask the question again, can’t the PPP get anything right?” questions Vieira.

Delgado 5 tells us that a hydro project at Tumatumari would be far more economical to build and operate with a much larger catchment [more than 680 sq kilometres] fed by more reliable sources of water and would therefore be more effective and can be built for less than the price of Amaila. And will disturb no Amerindian settlements.

October 15, 2013 | By KNews | Filed Under Editorial

When Kaieteur News published a photograph of a dry Amaila Falls the nation suddenly began to ask a series of questions. One question now is whether this was the best possible site for US$1 billion hydroelectric project. This project was to have seen Guyana get 165 megawatts of power, more than the present need of the country.

The reason for its apparent demise at this time has been ventilated in the media over time. For one, the opposition parties could not agree with the government on a number of issues, not least among them the cost of the project and the details of the various loan arrangements.

The contractor then said that it needed consensus from all the political parties if it would have continued with the project. That consensus was not forthcoming.
For its part the government said that it made available to the opposition parties every bit of information on the project. The opposition denied this statement.
And it would seem that the opposition parties were correct because when the photograph of a dry Amaila Falls was published they were taken by surprise.

One opposition politician said that in his discussions with the contractor, Sithe Global, his party did hear that the flow of water over the falls would be diminished at certain times but that no one told him that this flow would be reduced to a trickle.

The press did ask about feasibility studies and got numerous answers. The first question about feasibility study was asked of Winston Brassington and dealt with the construction of the road to the dam site. Brassington said that the entity providing the Performance Bond would have conducted the feasibility study.

That entity, Hand in Hand Insurance Company never did a feasibility study. Brassington had lied. It transpired that the Performance Bond was made possible because there was a government guarantee.

The next question about a feasibility study centered on the construction of the hydroelectric dam and the entire project.

The government said that many agencies had conducted the studies but for some strange reason these studies were never made public. We know that the Inter American Development Bank was conducting its own feasibility study even though the government had stated that such a study was done. Then there was another study that culminated in a plane crash that killed the two pilots.

Was there a study that revealed that both the Kuribrong and Amaila Rivers run bone dry from time to time? The public is now left to wonder whether there would have been extensive periods of blackouts despite the massive expenditure on the project. For certain the government never told the nation about any blackouts so that the general opinion was that the Amaila Falls would have provided a continuous flow of water.

It is a good thing that these things are happening now that the project has collapsed. But what does this mean for the nation? For one there have been massive expenditures on projects leading to nowhere. For example, some US$30 million is being spent on a road to nowhere. That money could have done so much more for the coastal infrastructure.

Similarly, the government is spending another wad of money on the communication cable from Brazil. This cable should have been operational by now but we hear that there are problems bringing the cable. This cable was to have funded the e-governance programme and support the One Laptop per Family project. Government has spent similarly large sums on the latter.

With these things happening even as the largest project to be completed by the government failing to work, one is forced to wonder at the saying that a willful waste makes a woeful want.  The government has not been able to stem the rising tide of illiteracy and the corresponding hike in criminal activity. These sums could have done so much to recruit the necessary teachers and help keep the skills at home.

Is it that the projects are not properly thought out? Or is it that the government is reckless with money from the national coffers?

Shot down Amaila a lost opportunity – Jagdeo

October 7, 2013 By admin

Former President Bharrat Jagdeo
By Samuel Sukhnandan
Former President Bharrat Jagdeo said the Amaila Falls project is a lost opportunity that Guyana could regret, if it does not materialise.

Jagdeo expressed the sentiment while noting the economic benefits that would have been derived out of that major investment.

He was at the time addressing a forum at the International Conference Centre on Friday where stakeholders from the private sector gathered to discuss critical economic issues.

Guarantee
Jagdeo debunked claims that the project is not feasible, stating that the contingent liability for the project was just a guarantee, just in case the Guyana Power and Light (GPL) could not make their payments. The move not to approve this, he said, killed the project.

“We can’t keep shooting ourselves in the foot, this project should have been above politics, because we tried a long time from the fifty’s and the sixty’s since Tiger Falls and Burnham promised the hydro in 1978,” he explained.

When the project was promised in 1978, the decision was split on whether to approve a minimum wage of $14 or to develop the hydro project. Neither came through, but Guyana spent then US$300 million and had to pay it back.
The value of that money would have been over $2 billion in today’s Guyana dollars. The former Guyanese leader said Guyana paid back the loan without getting a single kilowatt of power, but noted that Amaila was the closest to realising the hydro dream.

No debt
“There is not a single cent of debt outside of that money we are spending on the road and the equity that we are taking that will accrued to this country and yet we heard that it is the debt that we are worried about, higher debt and that is why we didn’t approve the project.”

Jagdeo stressed that this project would have been ideal for taking Guyana into the 21st century, as it tries to meet the challenges of the global economy and the rapid economic changes that are taking place.

The world, he said is changing rapidly and many times policy makers, not particularly those from the executive, but the three branches of government are “happy in oblivion” to what is going on in the rest of the world.

He pointed to the move by the U.S. government to develop a policy which is aimed at having the Federal Reserve stop purchasing or intervening in the global market in the near future.

He noted that the Federal Reserve currently buys $85 billion in government papers and this is likely to affect huge economies such as Brazil, India and Russia.

He stated that money for investment will not always be available and government has recognised the need for foreign capital to create growth, income and employment, hence, the reason for foreign investment here.

“What pains me is over the past weeks, we have made through ignorance and partisanship a decision that has impacted on the largest private investment in the country – hydro power,” he said.

Change
On that note, Jagdeo said there is a need for a change in the nature of politics here and said economic development will never take place in the hostile political environment that exists now.

The US$840 million hydro project involves the construction of a hydropower plant in the area of west-central Guyana, where the Amaila and Kuribrong rivers meet. Electricity produced at the plant would have been delivered to Georgetown, and Linden, by transmission lines.

The project, once completed, will result in significant foreign exchange savings and a regular supply of inexpensive, reliable electricity for Guyanese.

The project is a fundamental component of Guyana’s Low Carbon Development Strategy, and will significantly lower the nation’s carbon footprint while reducing its long-term energy costs and exposure to imported oil price volatility. (samuelsukhnandan@guyanatimesgy.com)

( Trinidad Guardian ) China Railway Company Caribbean

Intended builder of Amaila project being probed in China for shoddy railway work

(Trinidad Guardian) China Railway Construction Caribbean Company, the contractor selected by the Chinese government to build the Arima Hospital at a proposed cost of TT$1.6 billion (and also the now stalled Amaila Hydropower Project), has been named as one of five Chinese enterprises ordered to investigate shoddy work in the construction of railway projects.

The South China Morning Post reported yesterday that regulatory authorities in China had ordered China Railway Construction Corporation and four other state-owned enterprises to fix structural problems on 12 rail lines, including the Ningbo-Taizhou-Wenzhou high-speed railway, where a deadly high-speed train crash occurred in July last year.

The firms have also been temporarily banned from bidding on further railway contracts, the Post reported. China’s state-owned Assets Supervision and Administration Commission (Sasac) ordered the five companies to report “whether there were any illegal or anti-competitive practices in their railway projects.” Chinese High Commissioner to T&T Huang Xing was not in office on Friday to explain why China Railway was selected to build the Arima hospital when its building practices were under question.

Under government-to-government arrangements, the foreign government is allowed the opportunity of selecting a contractor for the host country. An official from the Chinese Political Office at the Chinese Embassy said he would investigate on what grounds the company was selected before commenting. The company had put in two bids for the project in 2009 and 2012 but on both occasions Udecott aborted the process because all the bids received were too costly.

In an interview, president of the Local Content Chamber Lennox Sirjusingh said he was deeply disturbed that foreign contractors were being selected to build the Arima Hospital. “This is the third hospital being built by foreign contractors. It is disturbing that large sums of money are to be paid to foreigners and yet not a single child from our universities will have the opportunity to design a ward or a driveway or a building of that hospital,” Sirjusingh said. He said the Government was ignoring local content.

During a meeting last week Wednesday, Sirjusingh raised the question of the continuing government-to-government arrangements with Udecott chairman Jearlean John. “I said we were hoping that the Arima Hospital will not be under the same conditions. Jearlean never mentioned a word that a foreign contractor will be chosen,” Sirjusingh said.

“My chamber and contractors will have to revert to burning tyres to get our point across. It is getting out of hand. The only place that local people are involved is the little extension they are doing in the San Fernando General Hospital.” He said discussions will be held with the Joint Consultative Council (JCC) and various chambers to discuss whether legal action could be filed to stop any government-to-government arrangements.

President of the JCC Afra Raymond has also raised concerns about government-to-government arrangements, saying they were  detrimental to the economy. A source who requested anonymity claimed when tenders were advertised for the Arima Hospital, China Railway Construction put forward the highest bid of $1.6 billion, while two other contractors bid $1.4 billion and $850 million. “It is strange that China Railway, which had the highest bid, got the nod,” the source added. Udecott has denied those claims.

Housing Minister Dr Roodal Moonilal could not be reached for comment yesterday, as calls to his cellular phone went unanswered. Last week, Arima MP Rodger Samuel announced that Cabinet had agreed that Udecott would execute a Memorandum of Understanding with China Railway for construction of the new hospital. He said the same company was also contracted by the PNM administration to complete the Scarborough Hospital, Tobago several years ago.

Samuel said the agreement resulted from bilateral talks Prime Minister Kamla Persad-Bissessar held with Chinese President Xi Jinping during his June visit. Trade Minister Vasant Bharath also said China Railway Ltd was also among four Chinese companies in the running for construction of six new business parks to be done with Chinese loan-financing assistance.

The new parks, scheduled to be completed by December 2014, will be at locations including Reform, Connector Road, Dow Village, Frederick Settlement, Preysal and will utilise 775 acres.

More on CRCC
China Railway Construction is one of the largest construction companies in China and one of the top 500 enterprises in the world. Although it specialises in railway infrastructure construction, the company also has operations in surveying, design, and consulting; manufacturing of road maintenance machinery; and real estate development and logistics services related to its main construction business.

In addition to railway systems, the state-owned corporation works on highways, airports, marine ports, hydropower and water conservancy facilities, industrial plants, and municipal projects both at home and abroad.

Question marks over CRCC
In April, former Chinese railway minister Liu Zhijun was charged with corruption and abuse of power. The Bloomsberg newsletter said Liu presided over the ministry at a time when millions of yuan were wasted or stolen.

“In one case, at least 187 million yuan was misappropriated by individuals or companies involved in building the high-speed rail line from Beijing to Shanghai, the National Audit Office reported in March 2011. The auditor, which also investigated the railway from June to September 2011, also found that 491 million yuan was embezzled in land deals tied to the railway project,” the report said.

Udecott doing due diligence review
In an interview, Jearlean John said no contract has yet been signed with China Railway. She said, “There is no contract, no memorandum of understanding and no signing of framework agreement. Nothing is cast in stone. We are now going through the process.” Udecott’s media events manager Roxanne Stapleton-Whyms elaborated on this in an e-mail.

She said given bilateral agreements between the governments of T&T and the People’s Republic of China, which were “further enshrined”  by the recent visit by  Chinese President Xi Jinping, the Chinese government indicated an interest in the China Railway Construction Company building the hospital.

Stapleton-Whyms also said Udecott has since been instructed to do a due diligence review on the China Railway Construction Company and to determine whether it is a viable entity to construct this project.

Luncheon declares… Amaila will become reality by hook or by crook

HEAD of the Presidential Secretariat (HPS), Dr. Roger Luncheon declared, yesterday, that the Amaila Falls Hydropower Project will become a reality “APNU or no APNU, AFC or no AFC.”
Speaking at his usual post-Cabinet media briefing in Office of the President, Shiv Chanderpaul Drive, Georgetown, he does not mind the statement “by the hook or by crook” as it reflects the Administration’s intention to make

renewable energy available.
“We are absolutely, down to our bones, committed to this reality. By hook. The hope still exists. There is still that hope that the current configuration could be, in some way, resurrected. I do know that we are, assiduously, pursuing making renewable energy becoming a reality. APNU or no APNU, AFC or no AFC. By hook,” Luncheon maintained.

Not too long ago, Government had said the Amaila Falls Project is too important and big to fail and, despite widespread condemnation by the Opposition, it was keeping its doors open to allow for a national consensus on the scheme.

Public Works Minister, Robeson Benn had told the Guyana Chronicle that Government is still hopeful that the Opposition would “see the light” and have their concerns, misunderstandings and confusions sorted out.
“We have spent billions of dollars developing the road. It is fairly well built; many of the sections are completed. For the first time in the history of the country is the opportunity to have a complete, large hydropower project, meaning anything over 60 megawatts. In this case, for Amaila, it is 160 megawatts,” he stated.

National consensus
Benn added: “We would think, given the importance of this project to the economic development of the country that it is too important and too big to fail. We would want to still open the door to the Opposition parties (APNU and AFC) to allow for the opportunity to have a national consensus on this project. And so we are still holding the door open.”

The minister had also emphasised that Amaila is not simply a Government or a PPP/C project. “It is also an APNU project and an AFC project, because it is a national project. But the Government is seeking ways, legally, to examine what avenues are open to advance the project.”

The Amaila Hydropower Project is expected to generate reliable, affordable and clean energy and is a fundamental component of Guyana’s Low Carbon Development Strategy (LCDS).

It is intended to, significantly, lower Guyana’s carbon footprint while reducing the country’s long term energy costs and exposure to the volatility of imported oil prices.

The venture involves the construction of a hydropower plant in the area of west-central Guyana, where the Amaila and Kuribrong Rivers meet and electricity produced there will be delivered in Georgetown and Linden by a transmission line.
