Guyana may soon be one of the world’s uranium suppliers if a Canada-based company finds at least 50 million pounds of the radioactive material in Region Eight, a spokeswoman for the company said yesterday.


Nancy Chand-Palmateer, Vice President for Investor Relations of U308, also assured that the local subsidiary, Prometheus (Guyana) Inc. was conducting exploratory work in accordance with international safety standards.


U308 and Prometheus, which both came to prominence two years ago when an American survey plane disappeared with experts and crew aboard, reported that the company discovered probable traces of the metallic chemical, estimated at 7 million pounds, through surveys conducted at the Kurupung/Aricheng area in the Cuyuni/Mazaruni earlier this year. The company said it has so far spent CDN$20 million on exploratory work here.


Ongoing exploration in the area indicates that the Kurupung Batholith could host 50 million pounds of uranium and to date Prometheus has identified five uranium-bearing structures with potential growth. Mineralisation in the area by the company encompasses drilling activities with the maximum depths utilised being in the vicinity of 200 feet.


Concerns were raised several months ago in the Stabroek News‘ letter columns about the environmental safety during mining of the radioactive material. But Chand-Palmateer told Stabroek News that the company was ensuring the safety of workers and the local environment as the company sought to start its operations here “on the right foot.”


She stated that of all mining activities, uranium exploration is one of the safest, in which the parties involved must comply with stringent environmental, safety and occupational health standards which are increasingly governed by international standards and external audits. At the same time, a government-held bond as security for estimated cost of rehabilitation of the environment is also of paramount importance and is on the agenda of the company.


Employees work in a safe and healthy environment, she stated, with protective measures such as frequent malaria tests for employees, use of worker radiation monitoring devices and protective gear by employees as well as contamination control measures and monitoring being utilised.


While it carries out its activities in the Aricheng/ Kurupung area, Prometheus has been working in tandem with the Amerindian Affairs Ministry as regards the interest of the communities/locals in the area and to date 80% of the company’s employees are Guyanese, with 65% of them being from Amerindian communities.


U308 has been exploring uranium projects in the Roraima Basin in Region 8, and at Kurupung in the Cuyuni, for the naturally radioactive metal since 2007. The Guyana Geology and Mines Commission (GGMC) has granted exploratory rights to the company for a total of 1 million hectares.


If the company strikes the potential 50 million pound mark through additional field work including drilling, it intends to expand its operations here, in accordance with the mining regulations, conduct feasibility studies, undertake environmental impact assessments (EIAs) and outline its mine plan for the area. After that, Prometheus (Guyana) Inc. will apply to GGMC for a mining license to commence mining of uranium in 2014, eventually making Guyana an exporter of the energy-source in compliance with United Nations (UN) protocols.


Prometheus predicts that in another three years, the expected demand for nuclear power worldwide is expected to climb with demand perceived at that time to outweigh supply.


The company is currently in its growing stage and it is working towards achieving the goal of providing uranium to the world market through “mining in a peaceful environment,” said Chand-Palmateer.


She said the world’s growing demand for clean and safe nuclear power is projected to double by 2030. Further, global demands to reduce greenhouse gases due to global warming concerns are also among the reasons Prometheus is hoping to build its reputation as a competent uranium provider to the international market.


Chand-Palmateer said that with U308’s acquisition of the Australian company Mega Uranium Limited’s South American uranium properties, funds from that deal are currently being channelled towards Prometheus exploration activities here. The company holds CDN$8M on its balance sheet to advance resource expansion and exploration activities locally.


She explained that the Kurupung/Aricheng and Roraima projects are being separately administered by the company, with the difference at the two locations being the type of uranium present at each location. At Kurupung, the project termed the “Kurupung Batholith,” albitite-hosted uranium-bearing structures are being analysed, while at the Roraima Basin, an area west of Guyana which expands into Venezuela and Brazil, unconformity-related uranium is being examined.


Chand-Palmateer said that the Kurupung project seems more viable, and Prometheus has been capitalising on studies conducted in the area by French company Areva, which were undertaken in the 1980s. Areva is one of the largest providers of nuclear energy resources on the world market. She elaborated that the 7 million pound initial resource find in the area was complimented through compliance with NI 43-101 standards, the internationally accepted benchmark for the presence of uranium and characteristic of the resource typically in the 50 million to130 million pound range.


In the Roraima Basin, Chand-Palmateer stated that uranium target structures there are similar to the Athabasca Basin in Canada, which contains one third of the world’s uranium reserves.


The company has been working with another company which carried out exploration exercise for gold in the area recently. Prometheus plans to drill target areas in the area sometime this year as it explore the area.


As regards the company and its ability to undertake projects of this magnitude, Chand-Palmateer said that U308 was formulated via inputs from proven professionals.


Its board comprises three administrators of Mega Uranium, three from U308 and others subject to shareholder approval among others. Locally, the subsidiary is headed by Shazadh Khan, who has some 10 years experience in mineral exploration projects.


From an economic standpoint, the company has been contributing to the communities in the area, including schools, tools, generators, mechanical assistance as well as training in the field of information technology and it has provided sponsorship to some 11 persons to pursue studies in the field of geology at the University of Guyana.


U308 operations are South American based, with similar projects being undertaken in Colombia and Argentina, the latter economy has been utilizing nuclear energy as the government there allocated funding to expand its nuclear program recently.


In Colombia, significant quantities of uranium have been identified but analyses are to be conducted by external bodies to verify same.

Guyana. Una delegación comercial de esta nación tiene previsto visitar el estado brasileño de Roraima antes de que finalice el 2010, dando seguimiento al encuentro sostenido la pasada semana con un equipo brasileño multisectorial, aseguró el presidente de la Asociación de Turismo y Hospitalidad, Paul Stephenson.


Se espera que la visita consolide lo que Stephenson describió a Stabroek Business como “un importantísimo y altamente exitoso” viaje realizado por más de 60 representantes de compañías del occidental estado brasileño Roraima.


De acuerdo con Stephenson, más de 100 compañías guyanesas han mostrado interés en viajar a Brasil buscando también oportunidades de negocios.


Stephenson, hotelero con intereses comerciales en Guyana y Trinidad y Tobago, quien recientemente asumió la presidencia de THAG, dijo a Stabroek Business que considera que el nivel de entusiasmo demostrado por los empresarios brasileños para hacer negocios con Guyana está a la altura del interés de la comunidad comercial de su país en aprovechar la oportunidad presentada por la apertura del puente Takutu, y las perspectivas de construir una autopista internacional entre ambos países.


Stephenson, quien dirigió el encuentro de turismo y hospitalidad durante el foro de negocios realizado la semana pasada, afirmó que el entusiasmo de los brasileños por hacer negocios con el sector turístico y hospitalario de Guyana podría posicionar eventualmente al país como una de las piezas clave de la industria turística en el Caribe.


En el reciente encuentro entre representantes locales y brasileños, provenientes de sub-sectores del sector turismo y hospitalidad, se firmaron al menos seis acuerdos específicos, detalló el funcionario, aunque añadió que no estaba en posición de hacer comentarios sobre la naturaleza o detalles de los convenios.

Toshaos and councillors from various Amerindian communities picketed an Amerindian Peoples Association (APA) workshop yesterday, accusing the NGO of trying to put a hold on projects that would bring benefit Amerindian communities.

The picket of the workshop at the Regency Suites, on Brickdam was the latest salvo in a row over the scope of consultations on the Low Carbon Development Strategy (LCDS) in indigenous communities, and the demand for the resolution of land issues before movement on projects related to the LCDS and REDD+.


Yvonne Pearson, Chairperson of the National Toshaos Council (NTC), said that the protest was intended to show opposition to recent public statements being made by the organisation.


Displaying placards, the picketers stood across the road from the hotel yesterday and APA member Norma Thomas accused the Ministry of Amerindian Affairs of rounding up persons from the hostel and bringing them to protest.


In a press statement issued later, the APA said it was disappointed at the protest, calling it an attempt “to stifle its knowledge building for APA’s members and other leaders, which constitutes a violation of our freedom of assembly.”


It also charged that Toshaos participating at its workshop recognised some of the picketers as recently discharged patients and some did not know why they were in the picket line.


When some persons were asked to explain their placards, they could not do so, it contended.


Following a recent conference organised by the APA, some indigenous leaders had said that LCDS outreach activities done last year lacked prior information, were often rushed and suffered from weak or non-existent translation support for communities.


They also urged government and international agencies to put a hold on the implementation of policies related to projects like the LCDS and REDD+, until land rights issues are settled and asked that the principle of free, prior and informed consent (FPIC) be respected. The statement by the indigenous leaders at the recent APA workshop triggered a strong response by government and Minister of Amerindian Affairs Pauline Sukhai accused the APA of communicating “misconceptions and half-truths.”


The five-day workshop on “Indigenous Peoples Rights, Climate Change and the LCDS/REDD” is for participants from regions 1, 2, 7, 8 and 9, and the main focus is on providing simplified information on climate change, REDD, the Low Carbon Development Strategy and related topics.


“The aim is for participants to develop a better understanding of all that is involved in what are very complex issues surrounding climate change, its impacts on indigenous communities and the pros and cons of mitigation and adaptation strategies,” the APA said. “The organisation decided to hold this workshop to fill the information gap that exists among its membership and other community representatives who have indicated on numerous occasions that they have been thrust in to positions where they have been asked to make decisions on these matters, without fully understanding the scope or nature of these initiatives,” it added.


The APA said it respected the rights of the picketers and demanded that its right to educate those willing to learn through its programmes be respected. It quoted workshop participants as saying, “We would like the public to understand that our main reason for participating in the workshop is to educate ourselves so that we can go back to our communities and tell our people what we have learnt-we are in a learning process.”


Pearson, however, said the organisation cannot make decisions for Amerindians and accused it of trying to put a hold on projects and policies which would bring benefit to Amerindians. Pearson was referring to a letter reportedly sent to the Norwegian government by the APA trying to get them to rethink their position on LCDS.


She added that Amerindians want development and fully support the LCDS. This support, she said, was shown by the Toshaos, village councillors and supporters present outside the hotel who on their own initiative decided to hold the exercise.


Pearson added that the LCDS will help Amerindians achieve their goals of forest preservation and lower pollution rates. The APA, she said was invited to be part of the consultations, where they could have raised their objections, but refused to do so citing prior commitments. During the protest, APA President Tony James extended an invite to the picketers to join the organisation’s workshop but Pearson told him it was too late notice since they had prior workshop commitments.


Minster Sukhai, who said she was present to lend her support, noted that the APA had indicated that it did not wish to be part of the stakeholder committee, since it had other commitments.


Querying its availability, she wondered whether the organisation is an individual, and why it could not find other members to attend the consultations.


Sukhai also said the APA had written to the Norway Aid agency pinpointing their objections to the agreement and asking them to review the MOU they have with the government. The picket, she said, was spearheaded by the NTC with Toshaos representing regions 1, 3, 4, 7, 9 and 10 present.


While the MOU may not offer much financially, it brings opportunities to address concerns of Amerindians including the demarcation, application and extension of lands, Sukhai said.


Peter Persaud, President of TAAMOG said that his organisation is in support of the LCDS and lashed out at the APA for what he considered a campaign to block the funding and to frustrate Amerindian development. Ronald Samuels, Toshao of Santa Aratak, in Region 3 said that he was there because he was disturbed by the allegations of the APA that they represent the interest of Amerindians when their stance is affecting the development of Amerindians. Synergy Holdings submitted lowest tender for Amaila Falls access roads Project

Synergy Holdings Inc. was awarded the US$15 million contract for the first phase of the Amaila Falls Hydro- electric Power Project (AFHEP) based on the fact that it submitted the lowest tender to the National Industrial and Commercial Investments Ltd (NICIL).


A source within NICIL, who requested anonymity, told Stabroek News recently that about four tenders were submitted for the project. The source stressed that the contract was awarded via a competitive bidding process within the specified guidelines.


The contract awarded to Synergy Holding Inc is for the “the upgrading of approximately 85 km of existing roadway, the design and construction of approximately 110 km of virgin roadway, the design and construction of two new pontoon crossings at the Essequibo and Kuribrong rivers.” The fourth part of the project is for the clearing of a pathway alongside the roadways to allow for the installation of approximately 65 km of transmission lines.


According to the project’s Request for Proposals (RFP), a copy of which this newspaper managed to obtain, the construction is based on “a time of the essence” basis and must be completed by the end of the eight months following the effective day of the agreement.


According to the same document, the interested contractor had to meet various criteria. He was required to identify similar large scale project experience over the previous five (5) years citing “examples of scope of work, project location and costs,” as well as “references and credentials… including contact information for project managers and/or owners with whom [he] has worked.” Additionally, the potential contractor was required to submit details on the equipment and machinery that he owned and which would be needed. Where the contractor intended to sub-contract the use of equipment and machinery, a copy of the agreement between the contractor and the sub-contracted party had to be submitted.


Additional requirements were the submission of the contractor’s financial and human resource capability to undertake the project and the provision of resumés of the proposed individuals who were likely to be permanently or partially attached to the project. Further “details of the contractor’s past experience and capacity to effectively manage environmental, social and worker health and safety impacts and risk on similar projects consistent with World Bank Standards,” were requested.


Since the announcement of the award to the US-based company, questions have been raised about the company’s experience in road-building and whether it has the capacity to undertake such a major assignment.


Head of the Presidential Secretariat Dr Roger Luncheon when asked about the award of the contract to Synergy Holdings during a press briefing on Thursday said that this decision was made via a public tender done within the provisions of the Procurement Act. He said based on the submission of the standard bid documents, Synergy Holdings was successful in acquiring the contract.


He said that the persons who were raising doubts about that company and its ability to implement the project were by extension raising doubts about the procurement process. He said that this seemed to be part of a sinister agenda by persons who had a negative attitude to this transformative project which had the potential to significantly impact the country’s economy positively.


Earlier this week the President of Synergy Holdings Inc, Fip Motilall, when invited by this newspaper to comment on a letter penned by Michael Maxwell, defended his company’s involvement in the project. He said that there was much “misinformation” in the press by letter writers regarding the Amaila Falls Hydroelectric Power Project (AFHEP) and his company. Motilall said he was in the process of assembling the team and the necessary equipment so that work on the access roads could commence shortly. According to him, the engineers on this project are MWH, which is formerly the Harza Engineering Group. He noted that this group has designed over 70% of all the hydro dams in the world.


The question about whether Synergy Holdings has any prior road building experience is yet to be definitively answered.


Meanwhile according to the final draft Environmental Impact Assessment (EIA) on the AFHEP (which is available on the EPA’s website), this project as well as other alternatives would impact the physical, biological and social environments in different ways. The EIA was prepared by Ground Structures Engineering Inc (GSEC) to conform to a contract dated June 25, 2001 between GSEC and Harza Engineering Company International LP, its Executive Summary stated.


The EIA also considered alternatives to the proposed plant. This included a no-action alternative, where the project is not built, and fossil fuels are used to generate energy not supplied by the project, and another was a project development with a smaller reservoir.


The document noted that the construction of the plant would entail several distinct phases. This would include the construction of a site access road. Other aspects would be “river diversion works, main dam construction, intake construction, tunnel driving, penstock construction, powerhouse and switch yard construction and approximately 296 km of transmission line from the Project site to the Georgetown area.” The construction operation would be undertaken with typical construction equipment such as bulldozers, scrapers, excavators and trucks. It noted too that quarries would also be identified and developed to provide aggregate for construction of the dam and other facilities.


Significantly, while the EIA stated that “no people will be displaced by the project, it noted that “social resentment by people in the area” could arise if hunters and fishermen lose access to the area, which is regarded traditionally as Amerindian land. The assessment said that the project would create major employment opportunities for residents of the area.


The plant may initiate development of industry, fisheries, irrigation, tourism, transport and urbanization of the project area, the document stated.


The document identified the two following areas as being of critical importance to the success of the project. The first was the “establishment/awarding of timber concessions to begin clearing an access roadway to the project site.” According to the report “early access to the site, and effective clearing of the reservoir, are key factors in maintaining a short Project development schedule that benefits the Guyanese population. Clearing of the reservoir prior to its filling will assist in the minimization of the production of greenhouse gases. And the “Control/management of the development of the area opened up by the construction of the road and the transmission line to avoid uncontrolled growth and inefficient utilization of a delicate resource – the rainforest.” The report suggested that the government “set aside and prohibit any development in an area defined as two kilometres outside of the El 480 contour (project datum) above the proposed reservoir to protect the resource, maximize the longevity of the facility, and to provide flexibility to enlarge the reservoir and expand project output as the nation’s economic base grows and energy demands increase.”

Lula garantiza construcción de polémica represa amazónica

BRASILIA (AP) - El presidente Luiz Inácio Lula da Silva garantizó el jueves la construcción de la enorme represa hidroeléctrica de Belo Monte sobre el amazónico río Xingú, en momentos que fiscales presentaban dos acciones legales contra el proyecto.


"Es importante que quede claro, en alto y con buen sonido: vamos a hacer Belo Monte", declaró el mandatario después de reunirse con el presidente de Malí, Amadou Toumani Touré.


Lula hizo la manifestación para disipar temores de que ninguna empresa constructora participe de la licitación de la planta hidroeléctrica, valorada en 11.000 millones de dólares y ampliamente criticada por organizaciones ambientalistas y defensores de los derechos indígenas por sus posibles impactos ecológicos y sociales.


La víspera, las constructoras brasileñas Odebrecht y Camargo Correia anunciaron que no participarían de la licitación por considerar que es sumamente costoso, además de que la licencia ambiental del proyecto exige una inversión de alrededor de 800 millones de dólares en compensaciones ambientales y sociales.


Vamos a hacer la subasta y esperamos que tenga tres, cuatro, cinco o más grupos. De una cosa pueden estar seguros, vamos a hacer Belo Monte", insistió el presidente.


Sin embargo, fiscales del estado amazónico de Pará presentaron el jueves dos acciones legales que apuntan a frenar la construcción de la represa y cancelar la licitación, prevista para el 20 de abril.


Una de las acciones presentadas por el Ministerio Público Federal (fiscalía) de Pará señala que el proyecto "irrespeta" el artículo 176 de la Constitución brasileña que determina que el aprovechamiento del potencial hidroeléctrico en tierras indígenas sólo se podrá hacer si hubiera una ley específica, lo cual no se ha hecho en el caso del río Xingú.


La otra acción indica que el proyecto viola legislación ambiental al secar un trecho de 100 kilómetros del río, que afectará a 12.000 familias que viven a sus orillas y tendrá un gran impacto ecológico para esa región de la Amazonia.


Los dos recursos serán analizados por el juez Antonio Carlos de Almeida, de la ciudad de Altamira y no hay plazo para que se pronuncie pese a que las acciones fueron presentadas con carácter de urgencia.

En algunas partes de la región es probablemente la peor sequía jamás registrada", dijo Adrián Trotman, del Instituto de Meteorología e Hidrología del Caribe.


Guyana, Granada, Santa Lucía y Barbados reportaron las menores precipitaciones desde octubre hasta marzo último desde que se llevan registros, dijo Trotman este jueves.


La sequía, que se prevé continuará por lo menos hasta mayo próximo, ha obligado a implementar estrictas medidas de conservación de agua en la región.


Santa Lucía declaró una emergencia después que los niveles de agua en su principal embalse cayeron más de seis metros desde diciembre, informó John Joseph, gerente general de la empresa estatal de agua y cloacas.


En Guyana, un grupo de mujeres de la comunidad central de Mahdia, efectuaron recientemente una protesta e iniciaron un fondo de alivio para que su comunidad pueda pagar un camión cisterna, dijo el titular regional Senor Bell.


La sequía comenzó en octubre, tradicionalmente el mes más lluvioso en la región. En febrero, cuando comienza la temporada seca, algunas naciones caribeñas reportaban su menor total de precipitación jamás registrado.


En Jamaica, dos de las represas más grandes han estado operando a menos del 40% de su capacidad. La escasez de agua ha afectado a todos, incluso los presos de una cárcel de máxima seguridad que se amotinaron en febrero último y causaron disturbios en que 23 resultaron heridos.


La situación obligó a Trinidad Tobago a aplicar estrictamente una ley de conservación de agua por primera vez desde 1998.


Barbados ha combatido más de mil incendios de arbustos secos este año en comparación con 361 en el mismo período el año pasado, informó el suboficial Mervin Meyers, del servicio de bomberos y rescate.

Obviamente, no es contra el hampa desatada que ha facturado un genocidio en el país con la complicidad gubernamental. Para combatirla, no hacen falta helicópteros, submarinos, ni bazucas. Ni siquiera aquella comedia de Barreto con los dirigibles tumbados a plomo limpio, como era de esperarse. Sólo hace falta voluntad política y eficiencia.


Tampoco es contra el imperio. No hay ningún interés de parte de país civilizado alguno de venir a perder tiempo con una persona que insulta cuando está protegido por la prudente distancia de una transmisión vía satélite y que cuando tiene a Obama enfrente sale de zalamero a regalarle una residuo decadente y adolescente, Las venas abiertas de Latinoamérica.


No se trata tampoco de una aventura de El Quijote. Es verdad que anda inventándose peleas en donde no las hay, pero al menos Don Alonso Quijano se fajaba de verdad, verdad con sus demonios y daba, pero sobre todo recibía, palo del bueno, a diferencia de otros que se regodean de sus huidas y sus miedos espectaculares.


Lo que es cierto es que no se compran juguetes sin la intención de usarlos. Es evidente que contra el pana Lula, que ríe las muertes de inocentes cubanos junto a sus verdugos, no será: hay demasiada alcahuetería de por medio. Tampoco contra Aruba o Curazao. Esos tienen guardaespaldas que no permiten casar una pelea y salir bien librados. Lo mismo pasa con Guyana: está bien salir a animar una pega con el Reino Unido cuando se trata de Las Malvinas, pero es preferible que no se acerquen mucho a esta tierra, hay que recordar que lo más cerca de una batalla que ha estado es su palco VIP en el museo militar.


Quedan, en definitiva, nuestros hermanos colombianos. Ya se les ha amenazado mensualmente, a pesar de que en el momento de las chiquiticas, cuando tuvo a Uribe frente a frente, el ostentoso presentador de TV, una vez más, hizo mutis; fue entonces cuando Uribe hubo de apelar a la hombría perdida por el venezolano en medio de la angustia que sufría durante su teatral escape. No obstante, el vecino se presenta como la mejor excusa para lograr lo que en definitiva se pretende: rearmar al diezmado narcoterrorismo colombiano (FARC, ELN) y emprenderla en contra de los propios venezolanos.


En el primer caso se intenta dar respiración boca a boca (¡aprovecha Mono Jojoy!) a la moribunda banda de narcoterroristas, carente de ideales, objetivos y, sobre todo, de apoyo popular (¡qué pena con el Che!). Con ello se aspira instigar la revolución latinoamericana y oxigenar los tentáculos desestabilizadores en todo el continente. Es la última carta de quienes se saben perdidos.


Pero es el segundo caso el más plausible. Una escaramuza con nuestros vecinos no sólo sería una caricia para los caprichos de Esteban, sería también una solución para muchos de sus problemas internos. Se podría decretar un estado de excepción que implicaría la suspensión de las elecciones, mayor lenidad en la protección de los derechos humanos y la persecución abierta (más aún) de todo aquel que no concuerde con el dicho presidencial. Todos seríamos sospechosos de colaborar con el enemigo. Además, luego de la paliza que nos llevaríamos, gracias a una Fuerza Armada menguada y obesa, habría justificaciones para explicar la ausencia (no sólo suspensión) de todos los servicios. Coartada perfecta.


En definitiva, "invertir" 5.000 millones de dólares en armas en lugar de aprovecharlos en la lucha contra la pobreza, en mejorar el sistema eléctrico, la vialidad, la seguridad personal y social, más que una histórica irresponsabilidad, suena como una magnífica oportunidad para quienes tienen como fetiche el poder y el dinero (¡menos mal que son comunistas!). Queda en manos de los demócratas venezolanos (civiles y militares) así como de la paciencia y racionalidad de Colombia (sobradamente demostradas) que esa pesadilla no se haga realidad.

Brasil: fiscalía intenta frenar planta hidroeléctrica en Amazonia

La fiscalía brasileña buscará anular la licencia ambiental concedida para la construcción de una gigantesca planta hidroeléctrica sobre el amazónico río Xingú, tras advertir que constituye una afrenta a la constitución y las leyes ambientales del país, anunció el miércoles la dependencia.


El Ministerio Público Federal (fiscalía) del estado norteño de Pará dijo que el jueves pedirá la anulación de la licencia concedida en febrero para construir la planta de Belo Monte, uno de los principales proyectos de infraestructura del gobierno brasileño y considerada vital para el futuro energético del país.


La acción de la fiscalía se produjo después de que ambientalistas y grupos indígenas denunciaron presiones políticas para que el Instituto Brasileño del Medio Ambiente (Ibama), ejecutor de las políticas ambientales del gobierno, concediera la licencia para la construcción de la represa.


La solicitud, que será presentada en el tribunal de la localidad de Altamira, en Pará, también pretende cancelar la licitación del proyecto prevista para el 20 de abril, al considerar que la iniciativa aún no ha recibido una licencia de instalación.


Un comunicado del Ministerio Público de Pará indicó que la licencia ambiental concedida por Ibama presenta graves problemas legales derivados del impacto ambiental y social que podría tener.


En su evaluación, la fiscalía citó opiniones técnicas emitidas por el mismo Ibama que advierten que, tal como está proyectado, Belo Monte podría secar 100 kilómetros del río Xingú y comprometer el abastecimiento de agua y alimentos para 12.000 familias que viven en esa zona, incluidas dos comunidades indígenas.


Técnicos del Ministerio Público destacaron que durante nueve meses al año, el río no tendrá agua suficiente para generar energía y mantener irrigada esa zona por el desvío de aguas para alimentar las turbinas.


"Si el Xingú no tiene agua suficiente para generar energía y, al mismo tiempo, mantener el volumen de agua exigido por Ibama (en la zona donde se desviarán las aguas), nos preguntamos qué será sacrificado, si la generación o la vida de las poblaciones", cuestionó el fiscal Ubiratan Cazetta.


Los fiscales también citaron que el proyecto "irrespeta" el artículo 176 de la Constitución brasileña que determina que el aprovechamiento del potencial hidroeléctrico en tierras indígenas sólo se podrá hacer si hubiera una ley específica, lo cual no se ha hecho en el caso del río Xingú.


De ser construida, Belo Monte será la tercera hidroeléctrica más grande del mundo, detrás de las Tres Gargantas, en China, y de Itaipú, en la frontera entre Brasil y Paraguay.

La Guayana Esequiba-Conservación. Proyecto Hidroeléctrico de Amaila-Intervención, y Depredación Ecológica I. Parte

En las décadas de los 60, 70, 80, y 90. La Nación venezolana representada por los diferentes gobiernos venezolanos (Cuarta Republica), se opusieron tenazmente mediante notas diplomáticas, comunicados y declaraciones de prensa. En primer lugar al Gobierno de la Gran Bretaña y en segundo lugar a los sucesivos Gobiernos guyaneses una vez independizada la colonia de la Guayana Inglesa.


Igualmente a través de una serie de comunicados oficiales, de comunicaciones a las corporaciones y empresas transnacionales beneficiadas con algunas de las concesiones Petroleras, mineras, madereras. Así como a los gobiernos en donde dichas empresas tenían y tienen asentado su domicilio señalándoles: “…Venezuela no reconoce las concesiones otorgadas sobre el territorio y plataforma por ella reclamados…”



Como podemos comprender este tipo de inversión y desarrollo solo ha beneficiado a la Republica Cooperativa de Guyana ganando un preciado tiempo frente a la reclamación territorial. En detrimento del medio ambiente, las comunidades amerindias y los intereses y objetivos de la Nación Venezolana como lo es la reivindicación de los territorios ubicados al oeste del río Esequibo.


Al respecto existen innumerables documentos, noticias, informaciones, artículos de prensa especialmente en referencia a la hidroeléctrica de Mazaruni que se pretendía construir en el alto Mazaruni en la década de los ochenta y que los gobiernos venezolanos de esa época se opusieron.


Por lo tanto llama poderosamente la atención que las actuales autoridades que integran gobierno venezolano a los diferentes niveles de la administración pública. No señalen nada respectó al ante proyecto, proyecto ejecución, desarrollo y construcción de la hidroeléctrica de Amaila.


Y lo irónico y contradictorio del caso, es que la empresa Synergy Holdings Inc, pertenece al mal llamado Imperio de USA, según lo pregonado a diario a los cuatro vientos por los funcionarios que representan al Estado Venezolano. A este holding estadounidense se le ha asignado la licitación para desarrollar la primera parte del proyecto para la construcción de la hidroeléctrica de Amaila .


Que consiste en la mejora de 85 Km de carretera existentes; el diseño y construcción de una nueva carretera de aproximadamente 110 km a través de una selva virgen; más la construcción de otra vía paralela a la anterior de 64 kilómetros para el levantamiento de las torres que sostendrán las de líneas de transmisión eléctrica; el diseño y construcción de dos nuevos cruces de pontones (Rampas de acceso a ambas orillas de los ríos Esequibo y Kuribrog, para que los vehículos puedan abordar la balsa y cruzar los mismos ).


Proyectos estos que forman parte de la infraestructura básica a desarrollar en un área que comprende uno x…Km cuadrados, para la construcción de una hidroeléctrica de unos 140 megavatios sobre el río Kuribrong, afluente del río Potaro. A unos 15 kilómetros al sur de las cataratas de Kaieteur. En el centro de la Guayana Esequiba aproximadamente, que anegaría un área de entre 17 y 20, Kilómetros cuadrados de selvas vírgenes. En uno de los ecosistemas más antiguos y vulnerables de la tierra como es el Macizo Guayanés en la Guayana Esequiba o Zona en Reclamación.


La fase inicial de este proyecto. Es de unos once meses en los cuales el gobierno guyanés, aspira y espera recaudar en el propio Estados Unidos (asiento del Imperio perverso según lo señalado por el proceso de la revolución Bolivariano-socialista), unos 450 millones de dólares estadounidenses para poder concretar el referido proyecto. En este mismo sentido el gobierno guyanés gestiona ante el BID y el Banco de Desarrollo de China recursos para la materialización de este proyecto.


Por otro lado el gobierno guyanés en una evidente contradicción, y utilizando un lenguaje ambiguo, busca afanosamente recursos a nivel internacional para equilibrar sus balances financieros a través de la Estrategia de Desarrollo de bajo Emisiones de Carbono conocidas por sus siglas en inglés como (LCDS).


Estrategia esta a la cual, se han venido oponiendo las comunidades amerindias (Arawac, Wapishana, Akawaio, Patomana, Caribe, Macuchi, Pemon, Trio, Wai-Wai, Mawayana, y Warao. Por una serie de razones entre ellas la falta de claridad de las mismas, frente al otorgamiento de concesiones mineras y madereras en territorios considerado indígenas ancestralmente.

Grupos brasileños se quejan ante la ONU del gobierno, por presa

SAO PAULO (AP) - Grupos civiles brasileños dijeron haber presentado una queja ante Naciones Unidas acusando al gobierno federal de ejercer presión política a quienes pusieron en duda el proceso de licencias ambientales para construir una presa que costaría 11.000 millones de dólares en la Amazonía.


Según un comunicado conjunto difundido el sábado por la noche, más de 100 movimientos sociales, organizaciones y sindicatos entregaron la queja la semana pasada, reclamando fallas en el proceso de solicitud de licencias ambientales para la polémica presa.


Los grupos dijeron en su queja que el gobierno brasileño presionó políticamente a quienes cuestionaron supuestas irregularidades en el proceso de licencias. Los grupos alegaron que "han ocurrido y ocurrirán" violaciones a los derechos humanos si se construye el proyecto.


La oficina medioambiental de Brasil emitió una licencia provisional para el dique hidroeléctrico de Belo Monte el 1 de febrero.

Durante un Congreso de Organizaciones Amazónicas, realizado el pasado mes de noviembre en la ciudad de Iquitos-Perú, se estableció que el fortalecimiento organizativo de las Organizaciones amazónicas de los 9 países debe ser una estratégica prioritaria.


Por esta razón la COICA (Coordinadora de las Organizaciones Indígenas de la Cuenca Amazónica), los presidentes y dirigentes indígenas de organizaciones amazónicas pertenecientes a estos 9 países se reunieron en Quito- Ecuador, del 8 al 11 de Febrero, con el objetivo de construir un Plan Estratégico, que será la guía de la gestión de esta organización para los siguientes 4 años.


Al haber sido elegido el Nuevo Consejo Directivo de Coordinación para el período 2010 - 2013, en el VIII Congreso de la COICA, hemos creído pertinente presentar a la nueva dirigencia a la opinión pública ecuatoriana, quienes conjuntamente con organizaciones como la CONFENIAE de Ecuador, OPIAC de Colombia, AIDESEP de Perú, CIDOB de Bolivia, COIAB de Brasil, ORPIA de Venezuela, OIS de Surinam, FOAG de Guyana Francesa y APA de Guyana conforman esta gran alianza a favor de la lucha de los derechos de los pueblos indígenas amazónicas y de esta gran mega región de la cuenca amazónica.

Synergy faces questions after winning contract for Amaila roads

As the government moves ahead with the construction of the Amaila Falls Hydroelectric Power Project (AFHEP), questions have been raised about the recent decision to award the contract for preparatory infrastructural work on the site identified for the plant to US-based firm Synergy Holdings Inc.


Since President Bharrat Jagdeo announced the award of the US$15 million two Fridays ago, which NICIL Head, Winston Brassington disclosed was won by the US-based company, several letters have appeared in the local newspapers questioning the company’s experience in road building and whether it has the capacity to undertake such a major assignment. Other letter writers have questioned whether the necessary environmental assessments have been carried out.


On Tuesday Stabroek News contacted President of Synergy Holdings Makeshwar ‘Fip’ Motilall via email and enquired as to the road-building experience of his company. This newspaper also queried whether eight months would be sufficient time to finish the first phase of the project and whether there was any conflict in Synergy Holdings being awarded the contract despite the fact that it is the developer in the project. In response, Motilall, in an email sent on Thursday, said he was in the process of preparing a press release to address the matters raised and that it would be disseminated shortly. However, up to press time yesterday, no release had been received by this newspaper.


Meanwhile, Brassington, while disclosing to this newspaper that the contract was awarded to the US-based company, had said that a number of other entities had also bid for the project. However, he did not name any of the other bidders. When asked if there existed an arrangement if Synergy Holdings would be sub-contracting for the first phase of the project, Brassington said he could not disclose the details of the contract.


Forestry specialist Janette Bulkan, in a letter published in last Tuesday’s edition of the Stabroek News, raised questions about whether an environmental impact assessment (EIA) had been done in connection with the proposed construction of the access roads and bridges for the path alongside for the electricity transmission lines, in keeping with Articles 10 and 11, and the Fourth Schedule, of the Environmental Protection Act (Cap. 20:05 1996). Bulkan also noted that while in October 2008, Synergy Holdings said it would need 30 miles of new road, the outline for the project speaks of 110 km of virgin roadway.


However, following Bulkan’s letter the Ministry of Finance issued a statement refuting her assertions. According to the Finance Ministry, the EIA and the Environmental Permit for the overall project represented information that was publicly available. The release said that “in April 2002, an EIA report was prepared by Ground Structures Engineering Consultants, a local geotechnical, environmental and hydrology firm to address the hydropower project at Amaila Falls.” Further, the release stated that in June 2008, an amended EIA report was issued by the same firm to address additional scope, including transmission line realignment and access road construction.” According to the Finance Ministry, a modified environmental permit, which included the construction of the access roads and the T-line clearing, was issued by the Guyana Environmental Protection Agency (EPA) in October 2009 to the developer of the AFHEP.


The Finance Ministry also said that a design-build RFP was tendered in December 2009, based on performance criteria for the road and clearing project. This scope of work was prepared in collaboration with the project sponsor Sithe Global “and under the specification guidelines of the US Forestry Best Management Practices Roads manual… All bidders were provided with a copy of the EIA and the Environmental Permit for the project,” the release said.


Now that Synergy Holdings Inc has been awarded the project, it is contractually obligated to prepare an Environmental Social Management Plan (ESMP), which has to be approved by the EPA before construction of the access roads begins, the release stated.

According to the website, “In 1998, Synergy Holdings Inc. joint-ventured with Harza Engineering Company (now called MW Harza Global) to fund and perform a detailed feasibility study and Environmental Impact Assessment (EIA) for the 1st Phase of a reduced AFHEP project.”


“The developers agreed to review the expandability of the project at least to Phase II. A loan from the US Trade Development Agency (US TDA) was applied for and received to cover approximately 50% of the cost of this feasibility study with the developers paying the rest,” the website said.


The website said too that between 1999 and 2001, a full feasibility study and EIA were carried out on site including surveying, drilling in excess of 400 metres, and several site visits by Harza engineers to evaluate the drill cores and the physical characteristics of the site and to install river gauging equipment downstream of the falls. A man-camp on site and an access road crew in excess of 50 personnel worked on this project for several months. Drilling equipment was flown in by helicopter, supplies came in by river and the ATV access road.


The contract awarded to Synergy Holding Inc is for the “the upgrading of approximately 85 km of existing roadway, the design and construction of approximately 110 km of virgin roadway, the design and construction of two new pontoon crossings at the Essequibo and Kuribrong rivers.” The fourth part of the project is for the clearing of a pathway alongside the roadways to allow for the installation of approximately 65 km of transmission lines.


After this is completed, the plan is to commence the construction of the actual hydro plan, with assistance from the Inter-American Development Bank (IDB). President Jagdeo, during a recent press conference, said that funding is being sought from the China Development Bank and that a local team will be travelling to China soon to have discussions with bank representatives. Guyana is hoping to raise some US$450 million for this phase of the project. The President explained that these funds are not a loan to the Guyana government, but rather to the project. The government will have to buy the power, Jagdeo explained. Questions have since been raised about how much the country will have to pay for this power.


The long anticipated Amaila Falls project is supposed to see a 140-megawatt.

GEORGETOWN, Guyana (Reuters).- Muslims across Guyana prayed for rain on Saturday to end a drought that has battered the tiny South American nation's rice and sugar exports and caused food shortages in indigenous communities.


The government of the former British colony of about 750,000 people is struggling to irrigate farmland, with water at storage points reaching dangerously low levels.


The Central Islamic Organisation of Guyana (CIOG), which represents Muslims in 145 mosques across the multiethnic nation, organized a day of prayers for rain.


"This activity is consistent with the Sunnah of the Prophet Mohammad beseeching the Creator to cause the rain to descend and alleviate sufferings," said one CIOG leader, Shaykh Moeenul.


Muslims make up about 7 percent of Guyana's population, with Hindus at 28 percent and Christians making up most of the rest across various denominations.


Guyana is one of several countries in the region, including neighboring Venezuela, that have been parched by drought since the end of last year.


"The Amerindian communities are really badly hit," President Bharrat Jagdeo said on Friday of the indigenous people who make up nearly a 10th of Guyana's population. "We have been supplying food to some communities but I need to increase that significantly."


The state-owned Guyana Sugar Corporation said this week that cane growth and development had been affected at five of its eight estates. Replanting had to be cut back on four estates, it said.


Guyana Sugar said the full impact on sugar production would not be known until the end of the second crop of 2010.


Export earnings from sugar fell 10.2 percent in 2009 to $119.8 million from a year earlier and rice export earnings fell 3.3 percent to $114.1 million.

Haiti - Haitians watching the sky with dread

SAN JOSÉ, Costa Rica (IPS). – With the spring rains and hurricane season just around the corner in Haiti, some 600,000 people are still living in camps, many in areas prone to flooding. And plans to provide solutions for the survivors of the devastating January 12th earthquake are moving forward slowly.
Experts from Central America and the Caribbean met Monday through Thursday in the Costa Rican capital at the multi-hazard early warning system workshop, to discuss how to reduce impacts of extreme weather and water events in the region. A special session was held on implementing early warning systems in Haiti.
The head of Haiti's meteorological service, Ronald Semelfort, said he could only hope that this year's hurricane season is mild.
An estimated one million people were left homeless by the 7.0-magnitude earthquake, which had a death toll of at least 230,000.
The 218,000 people living in makeshift camps in Port-au-Prince, which was hit hardest by the quake, are the most vulnerable, according to the United Nations.
Many of the camps in the capital are in areas at risk of flooding. The central and municipal governments are working together in search of places to relocate the survivors, but finding large suitable spaces at short notice is no easy task.
Canada, France and Britain, along with Haiti's civil protection agency, are working to rebuild the national meteorological network, which collapsed in the quake, in order to provide early warning capability in case of storms and hurricanes.
"The most important thing is making the systems operational, to warn the local population," Jean-Noel Degrace, regional director of France's meteorological service, Météo-France, told IPS.
"Preparedness must be achieved, no matter what the cost," said Degrace, who is based in Martinique. The problem is that the first stage, the ability to predict storms and issue watches and warnings, might not be completed until May, while the rains are set to begin in late April.
The United States, meanwhile, is setting up an Emergency Managers Weather Information Network (EMWIN), a "simple, autonomous, reliable and rapid system that can supply information to the civil defence authorities," Abdoulaye Harou, acting director of Canada's meteorological service, remarked to IPS.
EMWIN and the meteorological system will act independently in Haiti, although they will be coordinated by the World Meteorological Organisation (WMO), which organised this week's four-day meeting that was co-hosted by Costa Rica's national meteorological institute and national commission for risk prevention and emergency response.
Money is not a problem, thanks to the outpouring of international aid. But time is running out fast.
"The earthquake hit just when we were getting ready for hurricane season," Abel Nazaire, deputy coordinator of the Haiti civil protection bureau, told IPS.
At that time, one of the tasks was to identify public buildings that could serve as shelters during a hurricane. But today, many of those buildings are no longer standing.
Authorities have continued identifying the few buildings still fit to serve as shelters during heavy rains. "They wouldn't withstand another earthquake, but they would survive a hurricane," Semelfort said.
Another undertaking is obtaining prefabricated housing, and land, in order to relocate people from the camps. The first 200 prefab cabins, donated by Colombia to the community of Cabaret in the north, are about to arrive.
The project will be the first of many such efforts, which will be insufficient, however, because officials in Haiti estimate that a maximum of 200,000 people could be settled in prefab housing. Moreover, they would not be in place in time for the rainy season, in the country that was already the poorest in the hemisphere prior to the quake.
Even before January 12th, many Haitians were living in slums, or were homeless, Semelfort pointed out. "There was already a high level of vulnerability before, and since the earthquake it is almost total," the Haitian meteorologist said.
While the authorities and experts attempt to come up with solutions, survivors of the earthquake pray that this year, the rainy and hurricane season will start late and will be mild.

Jamaica - NEPA warns against illegal trade in Jamaican parrots

The National Environment and Planning Agency (NEPA) is reminding the public that it is illegal to buy and/or sell Jamaican parrots locally or trade in them internationally.
"The Yellow-billed Parrot (Amazona collaria) and Black-billed Parrot (Amazona agilis) are protected under the Wild Life Protection Act as well as the Endangered Species (Protection, Conservation and Regulation of Trade) Act," the agency said in a release to the media.
Anyone found in possession of a live Jamaican parrot or any parts of it can be fined up to $100,000 or serve 12 months in prison under the Wild Life Protection Act. He/she can be fined up to $2,000,000 and/or be sentenced to two years in prison if caught trading in or exporting these birds without a permit under the Endangered Species Act.
"Jamaica's parrots are very important to the environment. They feed on fruits and disperse the seeds over large areas, contributing to forest regeneration. They are also important to our natural heritage as they are endemic to the island, that is, they are found only in Jamaica," the environmental regulatory agency noted.
The island's parrots are threatened with extinction and therefore need to be protected. They are listed on the World Conservation Union Red List of Threatened Species. The main threats to the parrots are loss of habitat due to deforestation, and poaching for sale as pets.
"Persons who purchase Jamaican parrots contribute directly to the decline of the species as the poachers not only reduce the numbers for future generations but often cut down the nest tree to capture the young birds, thus reducing the availability of nesting sites. This is very critical as Jamaican parrots do not excavate nest holes, but instead modify existing holes in old rotting trees to form nests," said NEPA.
The population sizes of the two Jamaican parrots are very small and the nesting sites are limited. The public is being urged to contact NEPA at 754-7540 or 1 888 991 5005 to report any poaching or sale of parrots as we strive to conserve these threatened species.

Argentina insistió hoy en su reclamo sobre las islas Malvinas

La presidenta argentina, Cristina Fernández, volvió el viernes a reclamar la soberanía de las Malvinas, en ocasión de los actos en recuerdo de los soldados fallecidos en el conflicto armado por las australes islas entre el país sudamericano y Gran Bretaña en 1982.


En uno de los actos en el sureño canal de Beagle, la mandataria afirmó que seguirá reclamando “en todos los frentes internacionales” la soberanía sobre las islas.


Gran Bretaña y Argentina se enfrentaron en una guerra en 1982, luego de que tropas argentinas ocuparan las islas.


En el conflicto, que finalizó el 14 de junio de 1982 con la rendición del país sudamericano, fallecieron 649 argentinos y 255 británicos, y resultaron heridos casi 2.000 combatientes.


“Pretender soberanía a 14.000 kilómetros de distancia no es sostenible, ni históricamente, ni jurídicamente, pero sobre todo por sentido común”, dijo Fernández en el acto central por el 28 aniversario del inicio del conflicto bélico.


La mandataria también pidió que el Reino Unido cumpla las resoluciones de Naciones Unidas sobre Malvinas y calificó la situación como de “colonialismo”.


En febrero pasado la tensión entre ambos países se intensificó luego de que fueran divulgadas las intenciones de la empresa Desire Petroleum de comenzar a realizar exploraciones petroleras en las islas.


Pero, semanas atrás, la empresa petrolera dijo que encontró crudo de baja calidad en el primer pozo a ser perforado en las islas en una década.


Durante una cumbre del Grupo de Río realizada ese mes, Argentina obtuvo el apoyo de líderes de Latinoamérica y el Caribe a sus reclamos contra la exploración petrolera del Reino Unido en las Islas Malvinas.


En distintas partes del país se realizaban actos por el “Día de los Veteranos y Caídos en Malvinas”.

President Bharrat Jagdeo yesterday attended a high-level meeting in London on how US$100 billion annually for developing countries by 2020 can be raised, as agreed in the recent Copenhagen Accord.




Jagdeo was appointed to the high-level panel by UN Secretary General Ban ki-Moon to consider financing options. In London, Jagdeo joined Prime Ministers Gordon Browne of the UK, Meles Zenawi of Ethiopia and Jens Stoltenberg of Norway, the other members of the committee. No details were available on the outcome of this meeting.


Earlier in the day, President Jagdeo attended the launching of the UK’s International Climate Change Action Plan. He joined UK’s Energy and Climate Change Secretary Ed Miliband for the launch of the document which sets out what must be done so that climate finance identified at Copenhagen begins to flow, a press release from the UK High Commission said yesterday.


The launch of “Beyond Copenhagen: The UK Government’s International Climate Change Action Plan” came hours before the first meeting of the UN Secretary-General’s High Level Advisory Group on Climate Finance. That meeting was co-chaired by Britain’s Prime Minister Brown and included President Jagdeo, among others.


The release noted that Prime Minister Brown is determined to use the meeting to try and unblock critical negotiations on long-term finance. This is key to helping poor countries adapt to climate change, to securing greater emissions reductions by developing countries and to achieving a legally-binding climate treaty.


A legally-binding treaty is crucial for limiting global temperature rises to no more than two degrees, but as negotiations restart towards this, the UK government is determined to lock in the emissions reductions already agreed in the Copenhagen Accord, the release stated.


‘Beyond Copenhagen’ also sets out what must be done so that commitments that countries made to tackle their emissions are delivered. It focuses too on ways to ensure that new life is breathed into the quest for a legally binding international treaty.


Guyana had gained attention at the Copenhagen Summit on Climate Change in December 2009 when President Jagdeo promoted a Low Carbon Development Strategy, or LCDS. He had presented the LCDS to fellow heads of state at the Copenhagen Summit, arguing that Guyana’s need to develop economically was at odds with environmentally sustainable policies unless the United Nations and/or developed nations offered assistance to Guyana.


Sustainable development which incorporates a low carbon development strategy, he contended, could meet both the need to reduce carbon emissions worldwide and promote Guyana’s economy.


The UK government’s “Beyond Copenhagen” expresses the view that low carbon transformation can be a major driver of economic growth and job creation, in the UK, in Europe and globally. In it, the release stated, the UK government makes clear that it wants to build on the strengths of the Kyoto Protocol, that it is open to extending the agreement as a way of getting a legal deal and it is in favour of strengthening the UN decision-making process that was so frustrating at Copenhagen. It also emphasizes that the UK is pushing for the EU to increase its plans to cut emissions in line with comparable moves elsewhere.


The release quoted Miliband as saying “we’ve got to dust ourselves down and kick-start efforts to get a global deal, get the climate financing flowing and make sure the cuts promised by countries happen. We need to do this, not just for environmental reasons, but also for economic ones.”


The UK government yesterday became the first in the world to publish plans that will set out how every major department will address the challenge of climate change in the UK, the release added.

El director de cine James Cameron pidió hoy al Gobierno brasileño que considere alternativas de generación de energía a la construcción de la hidroeléctrica de Belo Monte, por el impacto negativo que la inundación de tierras causará a varios pueblos indígenas de la Amazonía.

“Siempre hay otras soluciones cuando los buenos líderes ponen de su parte para resolver un problema”, dijo el director de la taquillera película “Avatar” en una rueda de prensa que dio hoy en Manaos, capital del estado brasileño de Amazonas, después de hacer un recorrido de tres días por el río Xingú y visitar comunidades que serán inundadas por el lago de la presa.


Belo Monte, que será construida en el río Xingú, en el estado amazónico de Pará, será la tercera mayor represa del mundo por detrás de la china de las Tres Gargantas y la de Itaipú, que comparten Brasil y Paraguay.


La obra exigirá inversiones por unos 10.600 millones de dólares y tendrá una potencia instalada de 11.233 megavatios.


“Para la gente que vive a la orilla del río, como han hecho durante miles de años, el daño ocasionado (por la represa) acabaría con su forma de vida”, advirtió Cameron, quien pidió al Gobierno del presidente brasileño, Luiz Inácio Lula da Silva, que reconsidere su decisión de construir la hidroeléctrica.


Cameron visitó las comunidades indígenas de la ribera del Xingú acompañado por representantes de ONGs como Amazon Watch, Movimiento Xingú Vivo para Siempre y del Instituto Socioambiental.


“Quería visitar la zona y conocer más detalles sobre el futuro proyecto”, señaló Cameron, quien fue recibido en una aldea de indios de la familia Arara y se reunió con decenas de miembros de los pueblos Juruna, Xipaia, Xikrin Kayapo, así como con el obispo de la Prelatura del Xingú, Erwin Kreutler.


Según cálculos de ambientalistas, varias zonas selváticas y comunidades indígenas desaparecerían con la hidroeléctrica.


El Gobierno brasileño aprobó el pasado 18 de marzo las directrices para la licitación de la polémica hidroeléctrica, que puede celebrarse a partir del próximo 20 de abril.


Cameron, quien el pasado fin de semana participó en Manaos en el Foro Internacional de Sostenibilidad de la Amazonía, donde ya advirtió sobre los nefastos efectos de esta obra, argumentó que una inversión fuerte en otras fuentes energéticas más eficientes podría generar más electricidad que la que se espera obtener con Belo Monte.
