------ Aumentará la función de desarrollo de infraestructuras
de GDF
Georgetown, Guyana - (3 de abril de 2017) El mandato de la
Fuerza de Defensa de Guyana (GDF) para apoyar el desarrollo de infraestructuras
del país se impulsó con una donación de equipo del Ejército Popular de
Liberación de China (PLA). Los artículos fueron entregados oficialmente hoy
durante una breve ceremonia en el barco de la Guardia Costera Hinds, Ruimveldt,
donde el presidente David Granger dijo que esta inversión de la República
Popular de China es importante ya que consolida las relaciones entre los dos
países. La donación consistió en 31 equipos incluyendo patrulleros,
excavadoras, una excavadora, camiones cisterna, camiones cisterna, camiones
volquete, ambulancias todoterreno y varios otros vehículos.
El Presidente dijo que el desarrollo de las infraestructuras
es una prioridad nacional y que el cuerpo técnico del GDF debe fortalecerse

mandato de proteger el territorio y prevenir la delincuencia transnacional.
"La defensa nacional es inseparable del desarrollo nacional: la
infraestructura pública permite y garantiza la seguridad pública garantizando
la seguridad de nuestros ciudadanos, asegurando a los inversionistas y
visitantes y contribuyendo a un entorno propicio para la inversión".
Dijo que la infraestructura de transporte y comunicaciones
abrirá oportunidades para la inversión y promoverá el desarrollo de los
sectores productivos, al mismo tiempo que facilitará el acceso a los insumos y
los mercados.
Además, el Presidente dijo que la mejora de la
infraestructura también proporcionará beneficios al propio GDF, permitiendo a
la Fuerza responder efectivamente a las emergencias médicas y los desastres
naturales en todo el país. El Presidente dijo que el Cuerpo Aéreo, el Cuerpo de
Ingenieros, el Cuerpo de Señores y la Guardia Costera del GDF necesitan ser
recapitalizados para controlar más eficazmente el espacio aéreo, el espacio
terrestre, los ríos y proporcionar comunicaciones confiables en cualquier clima
y terreno. "La Junta de Defensa de Guyana, reconociendo la necesidad de
mejorar la defensa y el desarrollo tomó la decisión, en 2015, de recapitalizar
el cuerpo técnico de la Fuerza", dijo.
Esta revitalización incluyó la mejora del Cuerpo Aéreo, del
Cuerpo de Ingenieros, del Cuerpo de Señales y de la Guardia Costera para que
desempeñara sus funciones, incluida la vigilancia continua, sobre las fronteras

especialmente en el fortalecimiento de la capacidad técnica de las Fuerzas de
Defensa, expresión tangible del compromiso de nuestras dos repúblicas con la
paz y la seguridad internacionales. Esta ceremonia es una expresión de los
vínculos fraternales entre la Fuerza de Defensa de Guyana y el Ejército Popular
de Liberación, símbolo de la amistad entre Guyana y China ", dijo el
Presidente.
El Jefe de Gabinete del GDF, el Brigadier Patrick West, hizo
eco de los sentimientos del Presidente, indicando que la donación es realmente
apropiada, ya que ayudará en la transformación total del GDF en un organismo
que supervise efectivamente los eventos nacionales totales. "El GDF ve
esta donación como extremadamente importante ya que el tipo de equipo incluido
en esta cuenca incluye maquinaria que puede impactar positivamente nuestro

El Embajador de la República Popular de China en Guyana, Sr.
Cui Jianchun, dijo que el Gobierno de China valora altamente las relaciones
entre los dos países y que la República Popular China está dispuesta a ampliar
y profundizar el intercambio y la cooperación entre los militares fuerzas de
los dos países. "Durante muchos años, el PLA ha estado proporcionando
ayuda militar y capacitación al GDF, lo que es beneficioso para el desarrollo
del GDF y la amistad entre las dos partes.Esta entrega de equipo militar en
este momento es una vez más un testimonio significativo de la cooperación
amistosa y práctica entre el PLA y el GDF, no escatimaré esfuerzos para
impulsar la relación entre nuestros dos ejércitos y llevar las relaciones entre
China y Guyana a nuevas alturas ", dijo.
El Ministro de Infraestructura Pública, Sr. David Patterson,
quien también estuvo presente en la ceremonia, dijo que el Gobierno está muy
agradecido por la donación. El ministro dijo que hay ingenieros y equipos de
GDF actualmente adscritos al Ministerio que ayudan al Ministerio a abrir nuevos
caminos y nuevas fronteras y que abrir estas nuevas fronteras está de acuerdo
con la visión del gobierno de crear vínculos con el interior. "Con este
equipo los usaremos para empujar los caminos hacia los lugares interiores de
nuestra costa de conectar la costa con el interior", dijo.
Aparte de la donación, el PLA también ha traído a un equipo
de oficiales técnicos y militares, que proporcionarán entrenamiento a las
tropas de GDF en el funcionamiento del equipo. El equipo está encabezado por
los coroneles mayores Zeng Xianglin y Lu Ying que estuvieron presentes en la
ceremonia. El Inspector General, el Coronel Nazrul Hussain y otros altos
oficiales del GDF también estuvieron presentes en la entrega.

------ Will enhance GDF's infrastructural development role
Georgetown, Guyana – (April 3, 2017) The Guyana Defence
Force's (GDF) mandate to support the infrastructural development of the country
was boosted with a donation of equipment from the Chinese People's Liberation
Army (PLA). The items were officially
handed over today during a brief ceremony at the Coast Guard Ship Hinds,
Ruimveldt, where President David Granger said that this investment by the
People's Republic of China is an important one as it further cements relations
between the two countries. The donation
consisted of 31 pieces of equipment including patrol boats, bulldozers, one
excavator, water tankers, fuel tankers, tipper trucks, off-road ambulances and
several other vehicles.
The President said that infrastructural development is a top
national priority and that the GDF's technical corps must be strengthened to
allow it to contribute effectively to national development and to execute its
mandate of protecting the territory and preventing transnational crime. "National defence is inseparable from
national development. Public infrastructure enables and ensures public security
by guaranteeing safety for our citizens, by providing assurance to investors
and visitors and contributing to an enabling environment for investment,"
the President said.
He said that transportation and communication infrastructure
will open opportunities for investment and promote the development of the
productive sectors, while also facilitating easier access to inputs and
markets.
Moreover, the President said that improved infrastructure
will also provide benefits to the GDF itself, allowing the Force to effectively
respond to medical emergencies and natural disasters throughout the
country. The President said that the Air
Corps, Engineer Corps, Signal Corps and Coast Guard of the GDF need to be
recapitalised in order to more effectively control Guyana's airspace, land space,
sea space and rivers and provide reliable communications in any weather and
terrain. "The Guyana Defence Board,
recognising the need to enhance defence and development took the decision, in
2015, to recapitalise the Force's technical corps," he said.
This revitalisation included the enhancement of the Air
Corps, Engineer Corps, Signal Corps and Coast Guard to carry out its duties,
including continuous surveillance, over the country's air, land and maritime
borders, the provision of support for search and rescue services to persons in
distress, the restoration of defence and public infrastructure and ensuring
reliable communication throughout the country in any weather or terrain.
As such, the President said that the vessels are a welcome
addition to the Force's riverine fleet, while the other equipment will improve
the capability of the Engineer Corps.
"We look forward to the continued support of the People's
Liberation Army and the People's Republic of China, especially in strengthening
the technical capability of the Defence Force.
This ceremony is a tangible expression of the commitment of our two
republics to international peace and security.
This ceremony is an expression of the fraternal ties between the Guyana
Defence Force and the People's Liberation Army.
This ceremony is a symbol of the friendship between Guyana and
China," the President said.
Chief of Staff of the GDF, Brigadier Patrick West, during
brief remarks, echoed the President's sentiments, stating that the donation is
indeed appropriate as it will aid in the total transformation of the GDF into a
body that effectively oversees total national events. "The GDF sees this donation as extremely
significant since the type of equipment included in this catchment includes
machinery that can positively impact our third role for national development
such as road and bridge building. It is
notable that this equipment will, to a large measure, have the total effect of
helping the Engineering Battalion and the Specialist Battalion of the Guyana
People's Militia which is our reserve force. And it helps to satisfy the vision
of effective transformation for total national events," he said.
Ambassador of the People's Republic of China to Guyana, Mr.
Cui Jianchun, said that the Government of China highly values the relationship
between the two countries and that the People's Republic of China stands ready
to further broaden and deepen the exchange and cooperation between the military
forces of the two country. "For
many years, the PLA has been providing military aid and training to the GDF,
which is beneficial to the development of the GDF and the friendship between
the two sides. This handing over of
military equipment at this time is once again a significant testimony of the
friendly and practical cooperation between the PLA and the GDF. I will spare no
effort to push forward the relationship between our two armies and bring
Chine-Guyana relations to new heights" he said.
Minister of Public Infrastructure, Mr. David Patterson, who
was also present at the ceremony, said that Government is very grateful for the
donation. The Minister said that there are GDF engineers and equipment
currently seconded to the Ministry, which helps the Ministry to pioneer new
roads and new frontiers and that opening up these new frontiers are in keeping
with government's vision to create linkages to the hinterland. "With this
equipment we will use them to push roads into the interior locations in our
coast of connecting the coast to the hinterland," he said.
Apart from the donation, the PLA has also brought in a team
of technical and military officers, who will provide training to GDF troops on
the operation of the equipment. The team is headed by Senior Colonels Zeng
Xianglin and Lu Ying who were present at the ceremony. Inspector General, Col.
Nazrul Hussain and other senior GDF officers were also present at the handing
over ceremony.

territorios ubicados al oeste del río Esequibo conocidos con el nombre de
Guayana Esequiba o Zona en Reclamación sujetos al Acuerdo de Ginebra del 17 de
febrero de 1966.
Territorios estos sobre los cuales el
Gobierno Venezolano en representación de la Nación venezolana se reservó sus
derechos sobre los territorios de la Guayana Esequiba en su nota del 26 de mayo
de 1966 al reconocerse al nuevo Estado de Guyana:
“...por lo tanto, Venezuela reconoce
como territorio del nuevo Estado, el que se sitúa al este de la margen derecha
del río Esequibo y reitera ante la comunidad internacional, que se reserva
expresamente sus derechos de soberanía territorial sobre la zona que se
encuentra en la margen izquierda del precitado río; en consecuencia, el
territorio de la Guayana Esequiba sobre el cual Venezuela se reserva
expresamente sus derechos soberanos, limita al Este con el nuevo Estado de
Guyana, a través de la línea del río Esequibo, tomando éste desde su nacimiento
hasta su desembocadura en el Océano Atlántico...”
